Compliance Tip of the Month - September 2008

Oct. 7, 2008

Census Dates:

·         The 2008-09 Census Dates for the University of Pittsburgh are:

§  Fall Term: Sunday, September 28, 2008

§  Spring Term: Wednesday, February 4th, 2009

·         Please note:

§  Any SA on aid who leaves school before the census date will not be counted as a returner in your APR data for that term.

§  Any SA still on aid and enrolled full-time as of the census date will count in your APR numbers for that term.

§  The same dates will apply to the inclusion of SAs in team GPA calculations for team GPA awards.

APR Data, Confidence Boundaries and APR Penalties

·         Scores reported in May 2008 reflected four year average of the following academic years: 2003-04; 04-05; 05-06; and 06-07.

·         Scores to be released in May 2009 will reflect four year average of the following academic years: 2004-05; 05-06; 06-07; 07-08.

·         Data is due in October; you should receive preliminary reports around that time.

·         All teams must meet a 925 (4-year average) to avoid possible APR penalties!

·         Contemporaneous Penalties:

§  Teams subject to contemporaneous penalties if their four-year average falls below a 925 and they have any "0/2"'s in the previous year.

§  Penalty = aid previously awarded to a "0/2" cannot be re-awarded.

·         Historical Penalties:

§  Teams with a four year average below 900 subject to Historical Penalties beginning with the current release.

§  Incremental penalties.

o    Level 1 - public warning.

o    Level 2 - recruiting/financial aid/practice.

o    Level 3 - competition restrictions.

o    Level 4 - NCAA membership status.

§  Team must be "clean" three years in order to leave their current level.

§  Simultaneous review of other factors (by-sport comparison; institutional mission; team improvement) may waive or mitigate some penalties.

New exclusion:

Students who transfer out of the University of Pittsburgh while eligible will have their retention point excluded if they meet the following criteria:

  • SA must leave Pitt with a cumulative GPA of 2.60
  • Pitt must document an "immediate transfer"--SA must enroll full-time at new institution for the next academic term.
  • SA must have earned the eligibility point for the term in question.
  • SA must have attended Pitt for at least one academic year before transfer.

Example:

  • SA attends Pitt for 2007-08 academic year (fall and spring) and was eligible throughout the year.
  • SA chooses to transfer out of Pitt for Fall 2008 term to be closer to home.
  • SA is eligible for Fall 2008 term.
  • SA has a current cumulative Pitt gpa of 3.35.
  • SA enrolls full time for Fall 2008 at new institution closer to home.

SA APR:

            End of Fall 2007:

·         SA eligible for Spring and returns full-time for Spring term (2/2).

            End of Spring 2008:

·         SA eligible for Fall 08 but does not return to Pitt--normally would be (1/2) but this SA meets new adjustment criteria, and therefore is (1/1).
